In order to play the hack, you need:

Lunar IPS, which is in tools
VisualBoyAdvance, which is also in tools

And the ROM that the hack is made out of.

First Download Lunar IPS
Then VBA
Second, download the IPS patch that contains the hack
Open Lunar IPS
Select Apply Patch.
Choose the patch you downloaded
Choose the ROM you obtained.
Open VBA
Choose the ROM you just patched.
Enjoy!

Feel Free to post problems with a patch, ROM, or any problems that have to do with patching or playing a hack.
